Job Overview:
Lead the Enterprise Services Section within CISL. Responsible for strategic planning, implementation and leadership of the section focused on enterprise services utilized across NCAR|UCAR|UCP. Plan implementation efforts responsible for delivering organization wide solutions utilizing Agile, DevOps or other methodologies. Examples include leading the technical efforts organization wide for moving web technologies to cloud services, collaboration tools, exploration of configuration management and virtualization technologies, support structures and common infrastructure critical for the success of the Enterprise. Develop program plans, best practices, policies and the supporting budgets with associated service levels for the services provided by the section.

-Leads the Enterprise Services Section
-Is responsible for developing and implementation of appropriate enterprise infrastructure solutions.
-Builds focused teams with the correct technical and personnel skill sets to successfully implement key portions of the enterprise architecture strategy.
-Interprets, organizes, and executes assignments by selecting resources and team members from across the Enterprise Services Section, as needed to complete projects ranging from cloud services, new support models, outsourcing or insourcing of services, as appropriate.
-Develops relationships and manages strategic partners across the organization creating a structure that may also include collaborators from other Information Technology (IT) organizations within UCAR.
-Key member of the leadership team
-Identifies resource needs and works creatively on the team to solve problems, develop strategies and adjust priorities, managing to schedules and budgets meeting the section objectives and organization mission.
-Identify, evaluate, and manage relationships with vendors.
-Tracks technology or processes and recommends changes to existing products or services to better aide the end user or improve efficient work environments and efficient use of funds.
-Leads research and planning process for future systems, considering user needs and cost effectiveness.
-Oversees quality control and ability of the section to deliver services.
-Utilizes Agile and Continuous Process Concepts to improve service delivery.
-Ensures a culture of excellence that utilizes root cause analysis to improve performance and availability.
-Makes determinations and works with stakeholders to define service expectations and associated metrics.
-Engages with stakeholders and inspires the team to do the same.
-Leads requirement analysis, designs highly complex systems, sets priorities and oversees the development, implementation and ongoing improvement of systems and processes.
-Provides a voice as an active member of the Enterprise Architecture team with a highly technical focus on bringing solutions to IT problems supporting the science mission as needed to enable UCAR/NCAR/UCP strategic goals.

Decision Making & Problem Solving:
-The Enterprise Services section provides computing capabilities foundational for over 1500 computer users across NCAR|UCAR. This section also provides distributed computing services for the NCAR community as well. The reputation of the institution and CISL, in particular, is significantly impacted by the efficiency, accuracy, and professionalism shown by each member of this section. The leadership and reputation of the Section Manager is paramount to this goal. This section manager accumulates technical information from a variety of sources and people; applies principles, theories, and concepts to solve a broad range of administrative and technical issues.
-Independently evaluates software solutions for complex problems. Recommends full solution to CISL management including software to be purchased, software to be written, personnel required and strategy for accomplishing goal. Presents software solutions through appropriate governance bodies weather CISL executive management, IT Council or formulation of working groups or task forces across UCAR. Manages projects through to completion.
-Responsible for managing a budget of ~$4M. Makes recommendations and sets priorities for large facility-related purchases.
-Determines best application of group resources to achieve results based on UCAR enterprise architecture priorities.
-Evaluates strategies and system deployments, upgrades with minimal disruption to the organization.
-Solves complex problems common to heterogeneous computing environments including mobile devices, clients, cloud services and virtual environments.
-Recommends best courses of action to maintain a productive secure computing environment that enables all of UCAR. Assumes responsibility for the integrity of design decisions, taking into consideration economic, political, and technical aspects.

-Bachelor’s degree in computer science or computer related field or equivalent work experience and a minimum of ten years of progressive experience in enterprise server support.
-Experience should include five or more years experience supervising high level systems administration and software engineering staff.
-Demonstrated ability as an effective leader and coach who understands how to successfully motivate and integrate into a team of talented IT professionals.
-Hands on management of agile, iterative development spanning specification, prototyping, architecture, QA, operations, and support.
-Deep experience with systems architecture, developing and maintaining technology platforms, software applications, and APIs.
-Expert verbal, presentation and written communications skills.
-Ability to convey complex concepts to technical, non-technical, and senior management audiences.
-Extensive experience implementing complex enterprise class systems making determinations of best architectural approaches ranging from dedicated servers to cloud provisioning.
-Expert knowledge of operating systems and networks, extensive experience in Unix based server environments with high availability configurations.
-Development of appropriate policies, procedures, service level agreements for enterprise services.
-Expert problem-solving and project/personnel management skills.
-Demonstrated skill in working across organization boundaries in matrix environments and with collaborators.
-Excellent negotiation skills.
-Customer and results focused. A wide degree of creativity and latitude is expected.
